Use case

Used before bulk endorsement: EndorsementFragment (non-SHG bulk endorse) and ResolveCommentsFragment send the farmer ids and get back the ids that already have a submitted 2025-26 action plan. Only those farmers are offered for endorsement. Offline or failed calls show an error and hide the progress bar.

Parameters

`params`	query	Yes	`IEID_LIST=100001,100002,100003`	Dataset input parameters as KEY=value pairs joined with "--". IEID_LIST = comma-separated IE ids of the farmers being endorsed. Sent raw in the URL string built by the app.
