Second level of the geography drill-down: after a district is picked, EndorsementFragment and AddUpdateAssetNewDialog load its mandals. VoFilterRepoImpl encodes spaces in the alias as %20; EndorsementRepositoryImpl sends it raw. Errors leave the mandal dropdown empty.
